Like i said before, I have seen it too much times. Im a Non maller and i have an interest in game design. I have always thought this game was fun and i like alot of others see the very stupid trend in this game. GM and designers are greedy and wanna make a fast dollar instead of making consistent money, a reputation for actually doing things right and a long lasting server. If you put any direct combat boost into the item mall the game either becomes pay to win (due to high prices where non mallers cannot afford) or it becomes boring because all your players reach end game way 2 fast.
Like i said before if an item is way 2 rare put more ways to farm it into the game play at all levels and not the mall (eg gems). This gives players more things to do and evens out the rarity of the item. Then to monetize this you simply sell gem related boosts (convenience items) such as forging fruits, catalysts etc these items do not give direct boosts and are cheap yes required. Thus the more persons play your game and farm gems naturally is the more they will need to buy these "Convenience Items" and thats how u make a long lasting server. If u had added Uneck and rings to special bosses in new maps OR add a quest that requires players to gather multiple items EVERYONE would have been happy. You would have automatically added game content, stimulated the game economy and make use of the tones of mobs in this game that are basically untouched, but hey i guess u hacked Tales of pirates just to replicate them.
