Launcher start problem

I checked some threads with game start problem but i didnt find same situation as mine.

So the problem is when i run launcher exe as administrator all i got is black screen window with launcher and info its not responding and if i want to close the program (no errors or something just freezed black screen window)

What did i try:
1. Restart PC and run as administrator
2. Uninstall and install, restart pc and run as administrator.
3. Disable antivirus and reinstall game, restart then try to run as administrator.
4. Reinstall .net framework, reinstall game, restart then try to run as administrator.

After that i ran out of ideas what to check.

You probably used a "Cumulative Patch". That one is not intended for game installation. Reinstall using "Client Setup".
