An idea that came up after a Guild Bank scam would maybe improve something that now is "virtual" and increase the amount of "bd gems" on market.
For now, High Level Guilds uses different shares systems to keep players active and distribute the force on them. They use excel, sites, etc. to calculate players points and we make trades in-game for points in excel. When you reach certain amount of points in excel, you can redeem something from Guild Bank.

Black Dragon current drops:
Heart of Black Dragon - 100%
Eye of Black Dragon - 30.03%
Soul of Black Dragon - 30.03%

My suggestion:
Create a Soul of Black Dragon Voucher, Heart of Black Dragon Voucher, Eye of Black Dragon Voucher dropping with same rates as original.
Those Vouchers could be exchanged in a NPC into 1000 Points BD Soul Voucher, 1000 Points BD Eye Voucher and 1000 Points BD Heart Voucher, just an example.
The guilds could split each voucher into 1 Point (Respective Gem) Voucher to split shares.


Practical Example:
50 Players attended to BD and it dropped only a BD Heart Voucher.
Guild will move to the NPC that makes this exchange and split the BD Heart Voucher into 1000 Points BD Heart Voucher and the 1000 Points Heart Voucher into 1 Point BD Heart Vouchers. Everyone will receive equal parts and will result in 20* Points BD Heart Voucher. You can save this points to redeem a BD Heart, you can trade for other BD Gems Vouchers with guild mates or even on market, you will be able to sell the BD Gem Vouchers on market in case you don't want a BD Gem.
* - Guild bank can retain some points if they want, or do whatever they want.

Pros:
1- Guild Leaders won't have a decision over something that was conquered or bought by regular members;
2- Maybe BD Gems won't appear in market, but for sure BD Gem Points Voucher will;
3- If you ever leave the guild or quit or get kicked with points accumulated, you will still have them cuz they won't be virtual;
4- Maybe it affects monopoly positively.
