30min amps for 59 and bellow

@Zankza Could you maybe change the amps given by the Vegas machine to make them usable to people lv60+? I know we should be cautious not to break people who make a living off making HBs, but maybe you could make these amps we get last a shorter time than HB/CB, like 5 or 10 minutes, but make them usable to people lv60+. Because right now the market is flooded with these amps, they are sold for less than HB/CB even though they last longer (I mean, I see them on stall, I don't even know if people buy them). So maybe transform them into some sort of mini amp for all lvs, they will cost less than other amps, as they do now, but at least they'll be useful. I used to use my amps of lcuk to farm nss, but I can't now that I'm 60.

I know this still might impact the hb/cb market in the beggining because there are so many for sell right now, but I think that within a week most of them would be used up, and then even those who are lucky and get like 6 -10 a day, would only able to lv 30min-1h a day on their own amps. Then they'd still have to resort to hbs.

As you pointed out the server is doing well economically, I think I may have to nudge little bit, perhaps increasing from 59 to 65 is reasonable.
