Mystic chests:
-Decent method as it guarantees minimum Green quality and +3 stats. A bit unreliable as the drop rate for a specific item is low, but you might be able to break even or even profit if you get other good drops or rare equipment.
Black Market:
-Probably the easiest but most expensive way to get it. The drop rate for gloves/shoes is quite high (if memory serves) and they tend to have nice stats, but it's a lot of money spent with low return of investment, which makes it risky and not something I'd quite recommend.
Mobs:
-The "safest", but also least reliable and slowest method. You won't really lose any money if you farm them from mobs, but the amount of time needed to get one is quite high. Then if you factor in the chance to get stats, a decent quality, the right stat and high amount of stats - you're in for a long farming session. You can get more than just +4, but it's, of course, rare and very RNG-heavy.
Crafting:
-Don't waste your time on it. It's pretty much equivalent to getting them from mobs, but the blueprints are rare and quite hard to do for the rewards, usually.
So in short:
There's no "best method", it's kind of how much time/money you're willing to spend and how much you're willing to gamble. Go for Black market if you've got a looot of money to throw on these gloves/shoes and really feel like gambling. Mystic chests if you feel like gambling but not potentially throwing your whole fortune away. Mobs if you're patient, have all the time in the world and don't want to lose money.
