Can't get Life Skill Points

I want to start chopping wood but don't have any Life Skill Points at all. I also seem to have started the life skill quest at some point but don't know where I stopped. I checked at the Newbie Info Lady at Shaitan and Argent and completed a few of their quests, and other small ones, but didn't get any points. How can I find out where I stopped the quest and resume it?

Or what are those "language barrier quests"? Can I get points with them too?
