Can we report a player for doing ks?

I was waiting for a guy who was lvling up his alt champs. When he finished he pm me and I took the place to do the same. But this player came the "ks guy" and started doing his thing. The guy with the champs alt said to me that he have the same problem with this "ks guy". So, is this reportable? or the thing to do is just leave the place as I did.
