Dodge and hit rate

So my dodge is 36 points higher than mob's hit rate and I get hit most of the time. That makes me wonder how much higher does dodge have to be to dodge the enemy most of the time. Is dodge chance a strictly numbers based thing or is it % based. For example will 100 hit rate vs 150 dodge perform the same as 200 hit rate lv 250 dodge or are you required to have a 50% higher dodge aka 300 dodge to perform the same?
 
Hit Chance = (90 - Tar Dodge + Hit)%
Dodge Chance = (Dodge - Tar Hit + 10)%, limits 0% and 90%

Dodge Chance = (Dodge - Tar Hit + 10)%, limits 0% and 90%

So according to your formulas when hit rate and dodge are equal the hit chance is 90% for example (90-100dodge+100hit)=90%
And then every 10 dodge above hit rate equals to 10% lower hit chance

110 dodge 100 hit rate=80%hit chance
..
190dodge 100 hit rate=0%hit chance

Yes.
You need mob hr + 80 to dodge 90%, that is the perfect dodge. Remember CA paw give a lot less dodge than chest boots.
